Comanche Circle Data Center Opposition
Say No to Sailfish Data Center & NRG Power Tolar
About This Project
What We Know
A massive 5GW hyperscale AI data center and power plant complex proposed for 2,101 acres across Somervell and Hood Counties, Texas. Developed by Sailfish Investors in partnership with NRG Energy, the project would include 50 data centers, six 500MW gas power plants, and over 2,000 backup diesel generators — permanently altering the landscape of the Paluxy Valley and threatening Dinosaur Valley State Park, the Paluxy River watershed, and the region's ranching communities.
- Location Somervell Co, Hwy 51 & 56 / Hood Co, FM 51
- Developer Sailfish Investors (Ryan Hughes) + NRG Energy
- Acreage 2,101 acres
- Power Size 5GW
- County Hood & Somervell

Why We Oppose This
Our Concerns
Air Pollution
Equivalent emissions from 850,000+ cars annually.
CO2 emissions likely over a million tons per year.
No current air quality monitoring in Somervell or Hood Counties.
NRG Tolar facility may exceed regional emission limits.
TCEQ air permits submitted for 1.2GW gas power plant.
Water Pollution
All project ranches lie within the Paluxy River watershed.
Runoff flows into Prairie Creek and the Paluxy River.
Threatens ranches including Rock-N-Oaks, Cross & Grave, River Valley, Ringlers, Ingrams, Sibleys, Teskes, and Suited Jacks Ranch.
Baylor University's Center for Reservoir and Aquatic Systems Research warned of erosion and silt covering the dinosaur footprints at Dinosaur Valley State Park.
Organic effluent could trigger algae blooms, posing health risks for children in the park.
Noise & Light Pollution
Constant mechanical noise from 2,000+ backup diesel generators.
Noise surges during power outages or grid emergencies.
24/7 industrial security lighting will eliminate the region's dark skies.
No noise or light ordinances currently protect rural Hood and Somervell Counties.
Traffic Safety
73 traffic fatalities on US 67 from 2013–2023 in nearby counties.
Roads have no shoulders, blind curves, and uncontrolled intersections.
Construction and operational truck traffic will dramatically increase on rural highways not built for industrial loads.

Wildlife & Endangered Species
Golden-Cheeked Warbler (endangered) — recorded on adjacent land on 3/29/26, within 100 ft of the fence line. ~8 additional individuals reported at Dinosaur Valley State Park in mid-March 2026.
Black-Capped Vireo (endangered) — habitat overlaps with proposed project land.
Monarch Butterfly (threatened species candidate) — reported on adjacent land 3/29/26.
American Bumblebee (imperiled, threatened species candidate) — recorded on adjacent land 3/29/26.
Glen Rose Yucca (vulnerable) — found in only a handful of locations worldwide; documented on adjacent land 3/29/26.
Antelope Horn Milkweed — native plant critical to Monarch breeding, identified 3/29/26.
Tourism & Property Values
The Paluxy Valley is home to Dinosaur Valley State Park, Dinosaur World, the Creation Evidence Museum, and the City of Glen Rose — all major regional tourism draws.
RV parks and short-term rental properties near the project area could see significant decline in bookings.
Property values for surrounding ranches are expected to fall dramatically.
The noise, lighting, and emissions would permanently alter the rural character that drives tourism to this region.
